Operators have a limited window to document how staging and pickup changes affect scheduled service.
A comment period is open on proposed changes to curbside staging and pickup procedures. The committee is collecting operator-level data — dwell times, reroute distances and missed-connection incidents — to submit as a consolidated record.
Individual anecdotes carry little weight in a rulemaking file. A hundred documented trips does.
